Japan tax-free shopping changes on 1 November 2026. For eligible purchases made from that date, you pay the tax-inclusive price at a tax-free shop, complete a customs check before checking your bags at departure, and receive the consumption-tax equivalent afterward. If you are planning to buy souvenirs, cosmetics, electronics, or clothing in Japan, the order of those steps matters.

Last checked: 27 September 2026. The new rules apply to purchases made on or after 1 November 2026; purchases made before then follow the earlier system. Check the Japan Tourism Agency’s traveler guidance before you fly.

Japan tax-free shopping 2026: the change at a glance

The key change is when you get the tax benefit. Through 31 October 2026, eligible travelers generally buy qualifying goods at a tax-exclusive price at participating shops. For purchases made from 1 November 2026, the shop charges the price including consumption tax. The refund comes after Customs confirms, when you leave Japan, that you are taking the goods out of the country. This is called the refund method.

At the shop

Until 31 Oct 2026: Eligible goods are generally sold without consumption tax at checkout.

From 1 Nov 2026: Pay the tax-inclusive price at a participating tax-free shop.

Before departure

Until 31 Oct 2026: Follow the existing tax-free export and Customs rules.

From 1 Nov 2026: Complete the tax-free Customs procedure before baggage check-in, within 90 days of purchase.

Refund

Until 31 Oct 2026: The tax benefit is generally applied at purchase.

From 1 Nov 2026: The shop or its appointed provider refunds the consumption-tax equivalent after Customs confirmation.

Consumables

Until 31 Oct 2026: Separate category limits and special packaging rules apply.

From 1 Nov 2026: The category split, ¥500,000 consumables ceiling, and special packaging requirement end. Goods consumed in Japan still do not qualify for the refund.

Simple example: If a qualifying item costs ¥10,000 before the standard 10% consumption tax, you would pay ¥11,000 at checkout under the new method. The ¥1,000 tax equivalent can be refunded after the required departure confirmation. The tax rate depends on the item; ask the shop how its refund is delivered.

Who qualifies, and which purchases count?

The scheme is for eligible nonresident shoppers at licensed tax-free shops. Foreign visitors with an eligible residence status, such as Temporary Visitor, may qualify; Japanese nationals who have lived abroad continuously for at least two years can also qualify with the required proof. A passport and any relevant status or residence documents are checked at the shop. The Japan Tourism Agency’s eligibility list gives the detailed categories and documents.

From 1 November, eligible goods must total at least ¥5,000 before tax per shop per day. The old split between “general goods” and “consumables” and the ¥500,000 maximum for consumables end. There is no special sealed packaging rule for consumables, but you still must take the qualifying goods out of Japan. Gold and platinum bullion and goods already exempt from consumption tax are excluded. You may buy only a quantity you can personally carry and export at departure.

What to do at the shop

  1. Confirm the store participates. A regular purchase at a nonparticipating shop does not become tax-free simply because you keep the receipt.
  2. Show your passport and required documents. Ask staff to register the purchase under the tax-free procedure. Do this as part of the purchase, following that shop’s instructions.
  3. Pay the tax-inclusive total. For purchases from 1 November 2026, the old immediate tax deduction is replaced by a later refund.
  4. Keep every qualifying item available. Keep the receipt or purchase details and note the shop’s refund method. Do not consume food, drinks, or cosmetics that you want refunded while still in Japan.

Ask the shop or its refund provider which payment method it uses, how you register the refund destination, and whom to contact if a confirmed refund does not arrive. Rules for shop-arranged direct overseas shipping can differ from carrying goods yourself; confirm the procedure with the store.

How to complete the Customs procedure before your flight

Do this before checking in your suitcase. The Japan Tourism Agency says the tax-free terminals and inspection areas are in the international departure lobby before baggage check-in. Bring your passport and all the tax-free goods you bought. Once a suitcase has been checked, it cannot be retrieved just for this procedure.

  1. Arrive with extra time. Find the tax-free procedure terminal in the international departure area, before airline baggage check-in.
  2. Present your passport at the terminal. Complete Customs confirmation within 90 days of purchase. The National Tax Agency counts this period from the day after purchase through day 90.
  3. Follow the result. A green result means the Customs procedure is complete. A red result means you must take the goods to the designated Customs inspection area for verification.
  4. Then check your bags and depart. The goods must actually leave Japan. Keep them accessible until the Customs step is finished.

At Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose, and Naha, the agency also describes a Visit Japan Web option within designated Wi-Fi areas of the international departure lobby, up to the security checkpoint. It is an on-site alternative to the terminal, not a way to skip the airport procedure. If you take a domestic flight to connect with an international departure, complete the procedure at the airport where you finally leave Japan.

How and when does the refund arrive?

After Customs confirms that you are taking the eligible goods out of Japan, the tax-free shop or a refund provider appointed by it handles the refund of the consumption-tax equivalent. The official traveler FAQ lists possible methods including a bank transfer, credit-card transfer, app-based refund, or cash at the departure port after confirmation. The method and processing details vary by shop. Do not assume every purchase is paid back in cash at the airport.

Common mistakes that can cost your refund

  • Checking your suitcase first: Present your passport and keep the goods with you for the terminal and possible inspection before baggage check-in.
  • Eating or using part of a tax-free purchase: If a qualifying item from a transaction is missing, the entire transaction or receipt can fail the Customs check. Report consumed goods to a Customs officer instead of completing the terminal procedure for them.
  • Leaving the procedure until boarding: If you run out of time and skip confirmation, the refund is not secured.
  • Assuming any shop or item qualifies: Check the store’s participation, your eligibility, the ¥5,000 pre-tax threshold, and the excluded goods.
  • Mailing goods yourself: The separate purchaser-arranged overseas shipment method was abolished in March 2025. Ask a participating shop about its own direct-shipping arrangements if you need shipping.

Frequently asked questions

Does the new system start for every tourist on 1 November 2026?

It applies based on the date of the qualifying purchase: purchases made from 1 November 2026 use the refund method. You must also be an eligible purchaser buying qualifying goods at a participating tax-free shop.

Can I open a package of snacks or cosmetics in Japan?

The special sealed packaging requirement ends, but consuming the goods in Japan makes them ineligible for the departure refund. If an item on the same purchase record is missing, none of the items on that record can receive Customs confirmation for the refund.

Can I put tax-free purchases in checked baggage?

Yes, after you complete the tax-free Customs procedure before baggage check-in. Keep all purchased tax-free goods available until you receive the green result or finish a required inspection.

Do I need to collect cash at an airport desk?

Not necessarily. The refund provider and method depend on the store. Ask at purchase whether the refund will go to a card, bank account, app, or a cash service at departure.

What if I connect through another Japanese airport?

Complete the procedure at the airport where you depart Japan on your international flight, not at the origin of a domestic connection.
